Singapore and Saudi Arabia announce planned crude-oil storage arrangement

Singapore and Saudi Arabia announced an intent to establish crude-oil storage in Singapore, with operations expected to begin in the second half of 2027.

Singapore’s Energy Market Authority and JTC Corporation exchanged a memorandum of understanding with the Saudi Arabian Oil Company as a first step. The proposal would store Saudi crude at Jurong Rock Caverns on Jurong Island.

What changed

The proposed arrangement would support Singapore’s energy needs during supply disruption and strengthen the Saudi crude supply chain in Southeast Asia.

Who this is for

Energy-sector agencies and supply chains; this is not household stockpiling advice.

Dates & context

The announcement is dated 26 October 2026. This is a proposed arrangement with an expected future start, not confirmation that the storage operation is active or that crude has been delivered. No storage volume is stated in the release.
