EU presents population-preparedness guidelines and proposes annual preparedness day
The Commission presented non-binding guidance covering 72-hour self-sufficiency, education, disability inclusion and risk communication.
The guidance encourages affordable, gradual preparations, practical skills and accessible emergency arrangements. National authorities retain primary responsibility.
What changed
This implements earlier preparedness objectives rather than introducing a new household supply requirement.
Who this is for
Civil-protection authorities, educators, communities and households.
What the official guidance says
- Use national guidance and adapt preparations to household needs.
Dates & context
The guidelines document is dated 30 October; its publication page and public announcement are dated 3 November. The annual day remains a proposal. The March 2025 strategy already envisaged 72-hour guidance, preparedness education and an annual day.
