Moldova plans a November campaign and guide for the first 72 hours of a disruption.
The guide remains under development. A new alerts module in the government’s EVO app is also planned for November; neither is presented here as already launched.

The 72-hour benchmark concerns meeting basic needs during temporary disruption, not a planned shutdown or a period without emergency assistance. This programme does not itself declare an emergency. Separate emergency measures must not be conflated with it.
