Latvia signs €50.89 million civil-protection programme agreement
Latvia’s Local Development and Resilience programme provides €50.89 million for preparedness investments through 2031.
Planned measures include adapting shelter premises in 42 municipalities, installing 35 generators in hospitals and state social care centres, and adding 50 warning sirens.
What changed
The programme links shelter development with backup power and public warning capacity.
Who this is for
Municipalities, critical-service institutions and communities across Latvia, with particular emphasis on eastern border regions.
Dates & context
The agreement was signed on 12 October and announced on 13 October 2026. Its budget combines €43.3 million in EEA Grants with €7.59 million in Latvian state co-financing. These are programme commitments, not confirmation of completed shelters or installed equipment.
