Latvia tests evacuation and essential-service coordination in national exercise

Civilian organisations rehearsed evacuation support and essential-service continuity during the 6–8 October phase of Namejs 2026.

The Cabinet published its report on 12 October. Exercise scenarios included evacuation, accommodation, food and water provision, alongside disruptions affecting essential services.

What changed

A simulated crisis exercise, not real evacuations or a new household supply rule.

Who this is for

Public agencies, municipal civil-protection organisations and participating non-governmental partners.

Dates & context

The report establishes that arrangements were exercised, not that readiness was independently proven. It is separate from September’s proposed blackout measures. Lessons are intended to inform later planning; completed follow-on improvements are not established here.
