Sweden approves a statutory framework for state-owned food-chain reserves

The Riksdag approved a law on emergency stocks across the food chain on 26 May. The law took effect on 1 July 2026 and provides for state-owned supplies held by designated authorities or contracted private operators.

The framework is intended to maintain access to essential food during war, danger of war or an exceptional event causing or threatening shortages. Government decides what is stored, how much and where; the responsible authority purchases goods that remain state-owned.

What changed

A concrete legislative change for institutional reserves, separate from Sweden’s one-week household guidance. The law does not itself prove particular stock quantities have been purchased.

Who this is for

State food-supply reserves; drinking-water supplies excluded.

Dates & context

The enacted text also governs when reserves may be released and how stocks held by private contractors are protected. Approval on 26 May, formal issuance on 28 May and entry into force on 1 July are distinct dates.
