Norway proposes roughly doubling its emergency fuel reserves
Norway proposed increasing fuel reserves from 20 days of domestic consumption to 40–45 days. The government intended to consult by the end of November 2026 and propose a three-year phase-in.
An official review concluded that existing reserves were not sized for prolonged supply disruption. The government’s proposed first step would use existing tanks and capacity that could be refurbished.
What changed
Institutional fuel-security policy, not household storage advice. This is a proposal: the announcement does not establish adoption, procurement or completed extra reserves.
Who this is for
National civil fuel supply and strategic reserves.
Dates & context
Officials explicitly cautioned against purchasing additional fuel during the energy crisis because of cost and supply impacts. Consultation and transition periods therefore matter: announcing a larger target is not the same as filling additional tanks.
